HornySkippers is a high quality typical eastern European/Russian twink website.
I’m not quite sure where the skipper part of the name came from, but that aside the front page looks promising, with pretty graphics, nice high res photos and little flash videos to get a sneak preview.
The preview section is three pages long, with plenty of raunchy text and photos to give you an idea of what awaits inside the members area. 
When you login to the members area there is a fairly simplistic but equally very user friendly menu. From here you can see all the recent updates below, with a thumbnail and description, and across the top you can access bonus galleries, bonus videos and other useful bits.
HornySkippers concentrates on videos, although photos are available. These photos are of a reasonable quality and there are plenty of them, although to truly get the most out of this site you will want to have a fast connection and download the videos, which can be saved to your computer and viewed time and time again.
The videos are all high resolution, and show plenty of twinks fucking, kissing, sucking and much more.
The models are mostly Russian and have that typical skinny eastern European twinky look.
This site is made by the developers of Mike18 and AmazingTwinks, so they have plenty of knowledge and experience when it comes to making these sites.
